8% declared, 2% actual — 2.1M-article compliance gap

Across 2.1 million articles, 8% declared their underlying data available and 2% actually was (S-0084). The four-percentage-point gap is the largest available sectoral measurement of the difference between published intention and operational delivery on data sharing.

The gap is the direct quantification of what C-0003 / C-0025 argue is the failure mode the verification regime is converging on. The current mandate regime measures the 8% (plan existence); the verification regime under construction will measure the 2% (plan execution). Institutions whose deposit workflows produce 8%-style declarations without 2%-style follow-through will fail programmatic compliance checks at scale once the verification infrastructure on the funder side matures (E-0044, E-0045).

The figure is also empirical input for R4 (require verifiable evidence rather than self-reported plans). The 4× gap between declaration and delivery is what R4 directly closes by transitioning the reporting requirement from plan to evidence.

The architectural reading: a regime that measures plans rather than execution selects for plan-writing capacity; a regime that measures execution selects for the architecture that can execute. The 8/2 gap is the structural consequence of the former; closing it requires the latter.
