Astronomical archives — STScI/CADC/ESAC 30-year IVOA partnership

The Space Telescope Science Institute, the Canadian Astronomy Data Centre, and the European Space Astronomy Centre have maintained a 30-year international data sharing partnership for astronomical archives, interoperating through International Virtual Observatory Alliance (IVOA) standards (S-0083).

The partnership is one of the longest-running successful examples of cross-jurisdictional Tier 2 coordination outside the high-funded biomedical and physics domains. The 30-year span establishes the organizational durability achievable when coordination is grounded in common technical standards (IVOA) rather than common funding agencies.

The case is empirical input for both C-0004 (Tier 2 ceiling demonstrated) and C-0012 (resilience contingent on continued coordination). The astronomical-archive consortium is also the strongest example of a domain that has bridged Tier 2 across multiple national contexts via standards rather than via shared funding, making it the closest existing approximation to the "below and across domain governance" architecture C-0029 calls for.
