This profile anchors the four-term-formula application in C-0005: the 80% non-retrievable fraction across ~3,000 publications produces ~2,400 unretrievable papers per year, which the per-paper Stern attribution (E-0036) and the per-paper reuse loss (Piwowar/Vision in S-0055) scale up to the ~$1.1 billion per-year latent liability figure.
The profile is positioned at the median of the 187-institution R1 distribution defined by the 2025 Carnegie threshold (E-0088); larger R1s have proportionally larger exposure, smaller R1s proportionally smaller, and the formula scales linearly with publication volume.
