European Open Science Cloud — EU Node operational since Oct 2024; EOSC Federation in 2025-26 build-up
The European Open Science Cloud EU Node has been operational since October 2024, and the EOSC Federation is in build-up phase 2025-2026 under a Federation Handbook that defines interim governance, legal, and operational structures. Fourteen new candidate national nodes joined the federation in 2025, expanding the federation's thematic and geographic coverage.
For C-0039: EOSC is the European competitive instrument against which U.S. R1 institutions are evaluated by global research talent. A faculty candidate or international collaboration partner choosing between U.S. and European participation is comparing institutional data infrastructure capability, and EOSC's federation model is a Tier 2-leaning architecture with elements of Tier 3 (federated authentication, shared metadata standards, cross-node interoperability). U.S. institutions whose data infrastructure remains at Tier 0 / Tier 1 are on the wrong side of a measurable and widening capability gap that EOSC is closing on the European side.
