The National Science Foundation's National AI Research Resource Pilot launched January 24, 2024 with NSF and 10 partner federal agencies plus 25 private-sector, nonprofit, and philanthropic partners (including Anthropic, AWS, IBM, Meta, Intel, NVIDIA, OpenAI, and Microsoft). By 2026 the pilot had expanded to NSF + 13 partner federal agencies and 28 nongovernmental partners, with four operational focus areas — NAIRR-Open, NAIRR-Secure, NAIRR-Software, and NAIRR-Classroom.

For C-0038: NAIRR is the largest cross-government AI research-resource program in U.S. history measured by partner count, and its launch and rapid expansion are direct evidence of federal AI prioritization.
